NIC

On May 19, [2003], Rumsfeld himself sent a classified set of planning instructions to [Paul] Bremer on how to establish the New Iraqi Corps. "The NIC will contribute to setting the conditions necessary for stable, self-sustaining Iraq, with a viable governing body."...For all the talk of building Iraqi pride, the name of the new force betrayed a certain cultural insensitivity: NIC, when pronounced, sounded very much like "fuck" in Arabic. It was a graphic demonstration of just how little the liberators understood the nation they occupied.
